Police Training
Many must have read the report that indeed FSARS are beneficiaries of Police Training from the British Government through its defunct DFID. This has been confirmed by the FCDO (the successor to DFID). Some will then wonder what kind of training did the British render Nigerian policemen in SARS to warrant the opprobrium it attracts and notoriety that it seem to have attained.
My experience with capacity building generally including, security and justice sector , through DFID and other such agencies suggests that good training on human rights, community policing and fraud etc must have been discharged by greatly technically competent trainers including those that train at the Lindon Metropolitan Police (MET). However, it is quite possible that a different set of persons (usually senior police officers) were given the training, while the rank and file, struggling with any form of learning, are the ones eventually deployed for actual operations totally without any work related or career related training other than to look fierce and act entirely based on force. The usual “monkey work baboon chop” approach.
This happens quite a bit in the civil service. However wherever you have entities that own , absorb and deploy for use, the capacity building or training given , in whatever sector or at any level of public service – you begin to see islands of good governance and reform. It would have been great if the Nigerian Police took training and performance more seriously.
Where training opportunities are used as gift or patronage to favoured recipients instead of corporate merit, such system abused will lead to systemic malfunction. What kind of expectations should we have with a malfunctioning policing system. #ENDSARSNOW
